FLEX Eligibility

FLEX (Flexible Eligibility) is part of ECO 4, designed to help those who don’t meet standard benefit criteria but are still at risk of fuel poverty.

Who’s Eligible?

• Low-Income Households: Even if you don’t claim benefits but struggle with high energy costs.

• Vulnerable Groups: Households with children under 16, elderly or disabled members, or long-term health conditions.

• Local Authority Criteria: Each council may have additional flexibility based on your local area.
